It means you can post to the art portal now! (instead of it just being on your profile, it now appears in the portal) They do this so really dickish/bad artists cant post shitty things. congrats! OH AND YOU CAN NOW SCOUT OTHERS ASWELL! Just be sure they have at least 4 good submissions! (you can lose your scouting rights)
